Good governance ensures participation of the poorest of the poor and other weaker section, enabling them to organize themselves, achieving their entitlements, having access and control over the resources and Promoting people institutions.
Process initiated by CCD
CCD believes in practicing the good governance at the organization level before promoting at the community level.
Governance in CCD: The Governing body of CCD is consisting of the representatives from the weaker sections like women, tribal, dalit and disabled. A core committee has been promoted at the organization level to take decisions related to project implementations. The committee is consisting of secretary and coordinators of all the projects. The committee sits once in every month. CCD never hesitates to share information and resources with others. Partner community is the key to all our activities. CCD has made finance, HR and gender policies for effective governance.
Community level: At the community level, Village development committees are working for the overall development of the village. The committees are very much inclusive in nature and have equal representation of men, women, poorest of poor and disabled. The VDC takes decision, monitors the functioning of school, ICDS centers and other line departments, takes actions to solve the problems and establish peace.
VDCs are federated at cluster levels. The cluster level federations sit once a month. They discuss the area level issues related to ownership of resources, functioning of Panchayats, implementation of poverty alleviation, food security and developmental programmes like National Rural Employ Guarantee Act, National Rural Health Mission, Panchayat Extension to scheduled Area, Sarva Sikhya Abhiyan, land to landless etc. Both men and women are there in the federation.
Organizational level: Staff sensitization programme were conducted inviting external resource persons. A policy decision has been taken at the organization to work with PWDs with the understanding of disability “as a human right issues rather than certification and distribution of aids and appliances”. Disability perspective has been integrated in all the projects. Steps have taken to make the office disabled friendly.
Sensitization: Awareness generation was facilitated among the disabled and non-disabled on preventative and curative measures, rights and privileges of PWDs under mental health, RCI, Equal opportunity Act 1195 and National Trust Act. CCD has facilitated school sensitization programmes, film festival on disability, sensitization workshop for Govt. officials and PRI members to sensitize the people on disability as a development issue.
Organization of PWDs: 78 Groups of PWDs are promoted at the village levels including both men and women. The leaders of the groups are provided leadership and social mobilization training. PWDs groups are federated at Gram Panchayat and District levels. Milan Disability network is the district level network of PWDs. It is a membership-based organization. The members sit on 20th of every month to discuss their matters. The network is facilitating advocacy at the district level for the effective implementation of PWD Act.
Linkages: linkages are made for obtaining certificates, aids and appliances, bus and train passes, scholarships, identity card, Job card under NREGA, pensions, housing and social security schemes. The PWDs leaders are now helping the other PWDs in accessing the provisions and privileges.
Capacity building: social mobilization training has been provided to the PWDs leaders. The president and secretary are provided training on group management. Book keeping trainings are being conducted for the educated PWDs. Trainings are also conducted to sensitize the PWDs on Acts. Exposure visits are organized to other states like Jhadakhanda, Andra Pradesh, Madhya Pradesh for the network members.
Economic empowerment: Micro-credit support ranging from Rs 5,000/ to 10,000 provided to ----- numbers of PWDs to under take income generation activities. The PWDs have started PCO, petty shops, goatery, seasonal business, book store, broom making, tailoring,
Inclusive education: CCD is advocating for the inclusive education i.e. inclusion of Children with disability in the general schools. Inclusive education is more effective. It gives confidence to Children with disability to live in the society with dignity. Sensitizing parents and preparing the children are two major activities of CCD. Braille education has been started for children with visual impairment. School sensitization programme has started to sensitize the teacher as well as the non-disabled children on inclusive education.
Women with Disability: WWDs are included in the village level groups and given proper representation in the general body of Milon network. Women are being prioritized in supporting micro-credits. They are participating in all the capacity-building activities organized by CCD. Gender sensitization programme is conducted for the PWDs leaders.
Sensitization: Sensitization programme on RCH components to the community leaders, PRI members, mothers, fathers, adolescents and eligible couple are being conducted in regular basis. Health component is being discussed in the SHGs and Village meetings.
Promotion of Nutritious plant: CCD has promoted nutritious plan like Papaya, Banana, drumstick and other vegetables as kitchen gardening. So far, 40 percent households have kitchen gardens.
Routine Immunization: Immunization is a major area where it is discussed and reviewed in all the meetings. The programme is being done in collaboration of health departments.
Health volunteer/change agents: health volunteers are promoted in all the villages for liasoning with the health department, to promote best practices in respect to mother and childcare and to disseminate the information regarding the health and govt. facilities.
Drinking water: Drinking water facilities are ensured through tube wells, open wells and utilizing the perennial sources. Community mobilized tube wells and open wells from the govt. they are also taking care of it. In 37 hilltop tribal villages, CCD has ensured drinking water through the gravitation flow.
Collaborative actions: CCD is working with ICDS department in five blocks to strengthen the service delivery system.HIV/AIDS: sensitization is being given to community leaders, women, PRI members, school teachers, adolescents and mainly to the migrants worker on prevention of HIV/AIDS and its prevention. Information education communication materials are published in local and tribal language on HIV/AIDS, ICDS, Malaria, Mother and child care etc.

Running of Non-formal education: In the beginning, CCD started night schools for the tribal children. The tribal teachers were running the centres. Both girls and boys were reading in the night schools. These centres helped a lot to sensitize the parents on the importance of education for children. The enrollment and retention rate in the formal school started increasing. The community took interest in the affairs of the govt. school. CCD is not running night schools now. Community has mobilized primary school or centres under the EGS.
Community Capacity Building: The Universalization of Primary education cannot be achieved without the involvement of the community. Schools and centres are there are in all the revenue villages. Irregularity in the functioning of the schools in the hilly areas is a major issue. CCD has been sensitizing the community on its role and responsibility to make the school functional. School education committee, Village development committee, self-help groups are being provided information on the provisions under SSA and education as a fundamental rights. Education is a regular agenda in the meetings of VDC, SHGs and federations.
Bridge Courses: Drop out of students before completing primary education is very common in the tribal areas. The dropout and never enrolled were provided bridge courses in 33 centres in the inaccessibility pockets of Tarangada and Partada GP. The children were enrolled in the school according to their standard after reading in the bridge centres.
Child Rights Groups: - Children clubs are promoted in the villages involving both boys and girls. The group sits once a week to discuss their problems. They also participate in the village meeting and share their problem. They have distributed responsibility among themselves. Capacity building programme are being conducted for the children
Girl Child Education: - Sensitization programmes are being conducted for the parents on the importance of girl child education. During the gender analysis, status of girl child education was reviewed in all the villages. It is an important agenda in the SHG meeting. CCD is making linkages with the residential girls schools for the enrollment of girls in high schools.
Sensitizing the PRI members: The state govt. is empowering the Panchayat to deal with all the matters in their jurisdiction. PRI members are sensitized to take interest in the school affairs. Steps are being taken to make education a major agenda in palli sabha and gram sabha.

Gender equity and empowerment
Center for Community Development (CCD) recognizes prevalence of all pervasive of gender discrimination in various spheres with regard to rights, access, control, ownership, opportunities and existence of violence and atrocities in the most inhuman and barbaric forms committed against women through an establish order.
Social taboos, social structure, division of labour, division of role, inaccessibility, lack of control, lack of ownership, inequality in opportunity, less priority in decision-making, discrimination, no recognition of domestic and productive work, no sharing of responsibility between men and women, patriarchy, existing mindset -women are the subordinates, atrocities and violence, gender friendly environment, less representation etc are the factor responsible for gender inequality in the society. more..
Inclusion of Persons with disability
Persons with disability are an invisible minority of the country, which has been neglected since ages and even today. The prevalence rate of moderate and severe disabilities is estimated as 4.5 per cent, or one in twenty people in developing countries, but the ratio among people suffering poverty rises to one in six. This implies a strong relation between disability and social issues including poverty as a cause and a consequence in developing countries. Disability results in social, economical and political exclusion, trapping people with disability in an endless cycle of poverty and disability.
A person with disability has the same need as the non-disabled and can develop like others and can participate equally in every aspect of social, economic and political life. Like a non-disabled, she/he is a human being & has the right to live with dignity. Thus there is a need for sensitization on "inclusion" and at the same time empowering the PWDs so that they can assert their rights to enjoy "full citizenship".more..
