Case study:1

Uppar Barlanda is a tribal village of Khorsanda GP having 30 households. There are 22 no. of children of concern age group. U.Barlanda did not have a primary school. The children were reading at T.Barlanda three KM away. This problem was discussed in the village meeting, project provided information regarding District Primary Education Programme. VDC decided to make a demand for an EGS centre (a school under education guarantee scheme). All the villagers including male & female placed their concerns before BDO, DPC, DPEP and Collector. They had to struggle a lot. The project also put some pressure. Finally the community able to mobilize an EGS Centre.

Badabada is a tribal village coming under Tarangada GP of Gumma Block. The village has 57 household and 42 school going children. All are tribals. A primary school was opened in the year 2003. One regular teacher and shikasayak w as appointed. But no fund was allocated for school building. The school was running in a thatched house made by community. The house was completely damaged during the heavy run. In 2005-2006 educational year SSA allocated an amount of Rs 1,50,000 for construction of school building. On 04/05/2005 demarcation was done by R.I (revenue inspector) and junior engineer of DPEP -Gajapati. During the demarcation it was found the land was belong to R.F (reserve forest). So that J.E was refused to construct proposed building on the land selected by the villagers.

After intervention of CEF to that village the issue was being raised in the village meeting on 08/09/2005 and continued. On 17/06/20006 the villagers met the district collector and raised the above issue. The collector assured to look into the matter.

On 29/07/2005 the VEC and villagers met the collector at grievance cell, and the collector issued a letter to the DPC of SSA Gajapati to make physical verification and to select a site after discussing with the villagers for the construction of school building. The villagers consulted with the DPC for the construction of school building as soon as possible. The DPC visited Badabada on 4-09-06 with other officials. He saw the attendance, checked the stock. Then a village meting was conducted. He wanted toknow about the history of the village. The people said that around 70 years back their fore fathers came to this place. Govt. has provided BPL card, Voter Identity card, social security schemes, housing under Indira Awas Yojana, CC roads, well and many things. It is unfortunate that thy have not got Patta over the land.the people asked questions to DPC that if the Govt. was providing so many then why not a school building. The DPC with the villagers and teacher went to the cite and selected a place for the construction of school building. He gave assurance regarding construction of school as soon as possible. The school is now running under the tree. The community hopes the matter will be solved soon. In the entire process Simon Luhara played an important role.
